That's an easy answer, as your no different or any better then the next injured worker is why. And this they will say. It's a system of rules we follow, a set program made and enforced by the States. If able to work, they offer to help you get back to work, any work from your prior skills matched. If they can do this, they don't need to school you then. So yes, there is an obligation.
