I just don't know what role your trying to use with this Adjustor?

Are you playing the role as the wife with a consent, or are you playing the role as the Insurance Coordinator for the Hospital, getting the Approval for surgery payment?

Now if your trying to get them to approve an operation or surgery, as the Wife for the Husband, you just might not get that answer over the phone anyway's. If your doing this as a Hospital employee so you can set up a Surgery, you still may not get that answer yet. If the insurance is performing other legal actions by your State Work Comp Laws and Rules. Maybe the IC is thinking about sending him to a IME doctor or something. We don't know. We don't even know when the doctor said he needed surgery. Being said, what are you trying to accomplish with calling them? Does your Husband have an Attorney working in his behalf? Does he also work where you work at the hospital or something?
