Settlement Question from Idaho

ok I am in Idaho and I was injured on 1/28/08 Broke my right ankle both my tibula and my fibia I now have a plate and 6 pins and still walk with a slight limp. My foot is numb on the heel and the top inner part is still very numb. Have done tons of PT and as on Feb/2009 I was given a PPI the result is a net adjustment of -1 and a lower extremint impairment of 4%. This converts to a 2% whole person impairment, based on table 16-10. This is per the doctors report. I have never heard anything from workerscomp. but got a copy of the doctors report Today I get a check in the mail from WC for Permanent Partial Comment: PPI @2% WP amount Billed $679.00 payment thru 3/19/09. I have never heard anything from them about a settlement or option to keep medical open or closed or even a chance to dispute my PPI rating. Is this normal is this my full settlement any help would be much appreciated.
