Old WMC injury...with related injury not covered

I had ACL and a partial Meniscotomy done two years ago on workmans comp. I thought I injured myself again just walking at work but it appears that my ligaments are now loose and workmans comp says they will not cover the new surgery because there is no new injury it is related to the old injury and they are calling it a pre-existing condition. The first surgery was work related and was covered under workmans comp. If it was covered the first time and they are saying it is related then shouldn't it be covered???

Please help in Texas.
